To research and recommend actions to the Select Board which facilitate the development of a quasi-municipal funding entity.

Background
Vinalhaven's 2019 Downtown Master Plan recommends the creation of a fund for sustainable economic development. In November 2019, a three-person Advisory Team working with the Town began exploring the idea of creating a quasi-municipal funding entity to support sustainable economic development in alignment with community values and goals.
On January 28, 2020, the Select Board approved the Advisory Team's request to conduct an initial assessment with community stakeholders from various sectors to gauge cultural and political will for the development of a quasi-municipal CDC. More than 25 stakeholders provided feedback to the Advisory Team; all were receptive to the idea and interested in learning more.
Primary take-aways from feedback include:
- Transparency in development and operation
- Community participation to create the entity
- Equitable lending
- Lending in alignment with community goals and values
- Support to help borrowers succeed
- Leveraging other existing lending and grant programs
- Filling unmet community needs – not duplicating existing options
On September 15, 2020 these findings and an overview of the Advisory Team's process were presented to the Select Board along with the request to appoint a seven-member committee to research and recommend actions to the Select Board which would facilitate the development of a quasi-municipal funding entity.
The Board approved this request and on September 29, 2020, appointed a diverse group of individuals recommended by the Advisory Team to serve a one-year term on the Community Development Corporation Committee (CDCC). The CDCC will provide regular updates to the Select Board. Their work will conclude by September 30, 2021.
