Capital Projects Bidding

The Town of Vinalhaven is pleased to announce that bidding for Phase 1 of the Downtown Infrastructure Project is now open

INVITATION TO BID
The Town of Vinalhaven (Owner) will receive sealed bids for the construction of the Downtown Improvements. Work consists of reconstruction of approximately 0.6 miles of roadway including the installation of sidewalks, curbing, pedestrian crosswalks, a multi-modal lane, reclaiming the roadway, and upgrading stormwater drainage infrastructure; and water main replacement and system improvements in the Downtown Area which includes, but is not limited to, the installation of new ductile iron water main and associated valves and appurtenances and all materials, equipment, services, and construction inherent to the Work.
 
A non-mandatory pre-Bid conference will be held at 1:00 PM local time on Wednesday, February 28, 2024 via web conference. Bidders are encouraged to attend and participate in the conference. Instructions for participating in the pre-Bid web conference will be provided separately.
 
Sealed Bids for the construction of the Downtown Improvements will be received by Woodard & Curran (Engineer) at 12 Mountfort Street (Floor 5), Portland, ME 04101, until 2:00PM local time on Wednesday, March 20, 2024, at which time the Bids received will be publicly opened and read.
 
Prospective Bidders may obtain electronic copies of the Bidding Documents from the Issuing Office on or after 9:00AM on February 14, 2024 by contacting the Engineer (Amy LeBel, PE, alebel@woodardcurran.com).
 
This Contract will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration (EDA Award #: 01-01-15143) and therefore is subject to the Federal laws and regulations associated with that program. Any person interested in Bidding on this Contract should thoroughly familiarize themselves with the EDA Contracting Provisions.
 
This Contract is expected to be partially funded by monies made available by the Drinking Water State Revolving Fund (DWSRF) and administered by the Maine Department of Health and Human Services (DHHS). Any person interested in Bidding on this Contract should thoroughly familiarize themselves with the DWSRF Supplemental General Conditions. Failure to comply with any of the DWSRF conditions may result in the Bidder being determined non-responsive and therefore, not entitled to the award of this Contract. See Bid Documents for full requirements. Neither the State of Maine nor any of its departments, agencies, or employees is, or will be, party to the Contract. The word “agency” in the Contract Documents refers to the DHHS and all other involved funding agencies.
